We join with those who mourn the loss of life, the injuries, and the disruption of lives caused by the attacks against Washington, DC, and New York, N.Y. All those effected -- the brave people who helped in rescue efforts, those involved in America's response to terror and in the war with Iraq-- are in our thoughts and prayers.

Welcome to the Vandenberg Security Awareness Council (VSAC) Desk-Top Guide for Supervisors on reporting adverse information. This guide is designed to accomplish two purposes. The first is to provide information on a recommended continuing evaluation concept (discussed in Section VI) and the second, to assist supervisors in their continuing responsibility to report adverse information. This has been a problem area with contractors affiliated with the National Industrial Security Program (NISP). This guide enhances the reporting requirements outlined in paragraph 1-302 of the National Industrial Security Program Operating Manual (NISPOM) and provides a clearer understanding of supervisory responsibilities to report adverse information.
