We join with those who mourn the loss of life,  the injuries, and the disruption of lives caused  by the attacks  against Washington,  DC, and  New York, N.Y.    All those effected -- the brave people who helped in rescue efforts, those involved in America's response to terror and in the war with Iraq-- are in our thoughts and prayers.

Chapter I:  Standards for Access 
to Classified Information or
Assignment to Sensitive Duties



The Department of Defense (DoD) has established personnel security standards which must be applied to determine a person’s eligibility for access to classified information.  Access to classified information and assignment to sensitive duties must be based on whether the person’s loyalty, reliability, and trustworthiness are clearly consistent with the interests of national security.

No person is entitled to knowledge and possession of, or access to classified defense information solely by virtue of office, position, grade, rank, or security clearance.  Such information will be entrusted only to persons whose official duties require it, who have been investigated and cleared for access under the standards prescribed by DISCO, and who have signed the Nondisclosure Agreement (NdA).  Security clearances indicate that the persons concerned are eligible for access to classified information should their official duties require such access.  The final decision regarding access is the determination of need-to-know by the holder of the classified information.
